Business Attraction

A primary mission of EDA is the attraction of new business to St. Clair County.  A focus of staff time and resources is the attraction of new industry, building upon the County's strengths in automotive, plastics, polypropylene, tool and die, mold making, packaging and the medical manufacturing sector.  EDA staff identifies and assists clients by:

  1. Attraction Marketing - Staff conducts trade missions to various locations in Europe and North America and also attends industry specific trade and exposition shows throughout the year.  Marketing campaigns, one on one meetings, seminars and advertising initiatives get the word out about St. Clair County.  

  2. Real Estate Services - Our office keeps a complete inventory of available manufacturing facilities and vacant land suitable for industrial development.  Staff offers assistance in site selection, site development and other regulatory issues.  

  3. Financial Packaging - EDA works with State and Local government to provide financial incentives to firms interested in locating in St. Clair County.  Our office will assist you with Tax Abatement, MEGA, CDBG and other funding possibilities to make your project a success.  

  4. Workforce Training - Staff will work with your business to create custom employee training programs in cooperation with the Michigan Technology Education Center (M-TEC) and other local training institutions.  State grant assistance to underwrite these costs are often available.

Business Retention

EDA has initiated a proactive approach to retaining companies in the St. Clair County area.  As part of EDA's retention service strategy, we partner with the Michigan Economic Development Corporation (MEDC) to conduct yearly retention interviews with our local companies to address issues that the company may be facing.  These interviews include discussions on:

  • Expansion and Growth

  • Business Concerns

  • Business Costs

  • Taxes

  • Staffing

  • Issues with local, state or federal government

During these retention interviews our staff informs the companies about EDA services including acting as a liaison with the MEDC.

Export Assistance

In today's competitive worldwide economy, many companies have found that exporting improves its competitive position. EDA staff offers expert counseling to help local business with their export needs through the following:

Small Business & Technology Development Center

Michigan Small Business & Technology Development Center - MISBTDC

EDA operates a local Small Business & Technology Development Center.  This federally funded program provides no cost business management consulting at a local level to assist people interested in starting a business, as well as assisting existing businesses with less than 500 employees.  

On a daily basis, a certified counselor assists businesses by offering assistance in the following categories:

  • Site Selection

  • Business Expansion

  • Business Plan Preparation

  • Production of Marketing Materials

  • Loan Proposal Packaging

  • Client Referrals to Experts who partner with the SBTDC Network

  • Consulting on Electronic Commerce

  • Attorney and CPA Recommendations

  • Export Assistance

The program also links resources of federal and local governments, community colleges, universities and workforce development programs with the private sector to produce practical solutions to business concerns.

Foreign Trade Zone Services

The EDA is the grantee of record for Foreign Trade Zone #210 having been awarded the privilege of establishing, operating and maintaining a foreign trade zone for the 60 mile geographic area surrounding the U.S. Customs port of entry for Port Huron, Michigan.  

A foreign trade zone (FTZ) is a site within the United States, in or near a U.S. Customs port of entry, where foreign and domestic merchandise is generally considered to be in international commerce.  Foreign or domestic merchandise may enter this enclave without a formal Customs entry or the payment of Custom duties or government excise taxes.  Merchandise entering a zone may be:

 
  • Stored
  • Repaired
  • Displayed
  • Manufactured
  • Assembled
  • Sampled
  • Tested
  • Manipulated
  • Salvaged
  • Relabeled
  • Mixed
  • Destroyed
  • Repackaged
  • Cleaned
  • Processed
 

If the final product is exported from the United States, no U.S. Customs duty or excise tax is levied. If, however, the final product is imported into the United States, Customs duty and excise taxes are due only at the time of transfer from the foreign trade zone and formal entry in the U.S. The duty paid is the lower of that applicable to the product itself or its component parts. Thus, zones provide opportunities to realize customs duty savings by zone users.  In addition, zone procedures provide one of the most flexible methods of handling domestic and imported merchandise.

Wage & Benefit Survey - 2006

Every two years the EDA conducts a Wage & Benefit survey of businesses in St. Clair County.  The next scheduled update to this survey is for Fall 2008. All manufacturers within St. Clair County with more than 20 employees are asked to participate in the survey.  Any company that participates will receive a complimentary copy of the final report that will average the collected aggregate information.  The 2006 Wage & Benefit Survey is available for purchase as listed below:
